One in four home sales are foreclosures; Short-sales hit 3-year high ...

This morning RealtyTrac? released its U.S. Foreclosure Sales Report? for the first quarter of 2012, which shows that sales of homes that were in some stage of foreclosure or bank owned accounted for 26 percent of all U.S. residential sales during the first quarter ? up from 22 percent of all sales in the fourth quarter and up from 25 percent of all sales in the first quarter of 2011. The report also shows that, during the quarter, there were 109,521 short-sales, an increase of 16 percent from the previous quarter and an increase of 25 percent from the first quarter of 2011 and the highest level since the first quarter of 2009.

Short sales are Hot and Cheap!

Not only did short sales increase to their highest level in 3 years during first quarter (hmm?.maybe we?re seeing some of the benefits of new deadlines imposed on lenders for responding to short sales?) and accounting for 12 percent of all home sales during the first quarter (up from 10 percent the prior quarter) but the average price paid for them dropped to $175,461, a decrease of 4 percent from the previous quarter, a decrease of 10 percent from a year ago and the lowest average pre-foreclosure price on record since RealtyTrac began tracking them in the first quarter of 2005.

Competition is causing prices to stay steady on REO?s

The increased interest in investing in rental real estate as well as the fact that REO?s are the ?low-hanging fruit? have driven up demand and, in contrast to short-sales, holding prices steady on REO?s. Additionally, as REO inventories decline, there are less opportunities. There were 123,778 bank-owned (REO) homes in the first quarter, up 2 percent from the previous quarter but down 15 percent from the first quarter of 2011. REO sales accounted for 14 percent of all sales in the first quarter, up from 13 percent of all sales in the previous quarter but down from 15 percent of all sales in the first quarter of 2011. REOs sold for an average price of $147,995 in the first quarter, down less than 1 percent from the previous quarter and up 2 percent from a year ago. The average sales price of a bank-owned home in the first quarter was 33 percent below the average sales price of a non-foreclosure home, down from a 34 percent discount in the fourth quarter and a 37 percent discount in the first quarter of 2011.

Nevada, California, Georgia post highest percentage of foreclosure sales
Foreclosure sales accounted for over half (56 percent) of all residential sales in Nevada in the first quarter, the highest percentage of any state. The average price of a foreclosure-related sale in Nevada during the first quarter was $116,695, nearly identical to the average price in the previous quarter but down 5 percent from the first quarter of 2011.

California foreclosure-related sales accounted for 47 percent of the state?s total residential property sales in the first quarter, the second-highest percentage among the states. The average price of a foreclosure-related sale in California was $235,042 during the first quarter, an increase of less than 1 percent from the previous quarter and down 4 percent from the first quarter of 2011.

Foreclosure sales accounted for 46 percent of all residential sales in Georgia during the first quarter, the third highest percentage of any state. The average price of a foreclosure-related sale in Georgia during the first quarter was $103,909, down 3 percent from the previous quarter and down 10 percent from the first quarter of 2011.

Other states where foreclosure-related sales accounted for at least one in four sales in the first quarter were Arizona (40 percent), Michigan (39 percent), Illinois (31 percent), Colorado (30 percent), Wisconsin (28 percent), Oregon (27 percent), Minnesota (27 percent), Washington (26 percent), and New Hampshire (26 percent).

Atlanta sees largest annual increase in short sales, followed closely by Detroit?
Among the nation?s 20 largest metropolitan statistical areas, those with the biggest annual increases in pre-foreclosure sales were Atlanta (78 percent), Detroit (75 percent), San Antonio (74 percent), Sacramento (70 percent), and Dallas (69 percent).

Minneapolis has largest increase in REO Sales, with Boston close behind?

Metro areas with the biggest annual increases in REO sales were Minneapolis (33 percent), Boston (30 percent), Philadelphia (22 percent), Atlanta (15 percent), and Chicago (13 percent).

Vice President John Dramani Mahama has reiterated Ghana?s support on the ban and use of cluster bombs due to its indiscriminate effect and deadly legacy that could take years to clean up.

He said Cluster Munitions (CMs) kill or maim civilians including women and children, obstruct economic and social development which lead to loss of livelihoods, impede post-conflict rehabilitation and construction as well as displacing people internally.

Vice President Mahama made the call in a speech read on his behalf by Alhaji Mohammed Mumuni, Minister for Foreign Affairs and Regional Integration, at the opening session of the Accra Regional Conference on the Universalisation of the Convention on Cluster Munitions (CCM) in Accra.

The conference was organised by the Governments of Ghana, Togo, and Zambia in collaboration with the UNDP and sponsored by the Norwegian Government.

Vice President Mahama said though Ghana had never procured, stockpiled, manufactured? CMs, the country had recognised the immense humanitarian imperative of the convention hence appended her signature on December 2008 and ratified it on August 2010.

He said the Accra Conference would demonstrate the country?s commitment to promoting peaceful co-existence, human security and international co-operation.

Vice President Mahama called for more support for the criminalisation and stigmatisation of the use of CMs by all actors and armed groups that were formed within Sub Saharan Africa to serve as a deterrent for the use of such weapons in their operations.

?Due to the suffering endured by civilians during and long after CMs had been used, I would like to reiterate the call once again for African States to become party to the convention without delay to demonstrate our collective effort to prevent future human suffering by their use,? he added.

Vice President Mahama urged all States to actively engage in the discussions, share ideas and agree on an action plan that would identify steps that needed to be taken to ensure that the convention was effective in ensuring global adherence and promoting its universal norms.

Lieutenant General Joseph Henry Smith, Minister of Defence, expressed concern on the devastating effects of CMs saying it had inflicted suffering untold sufferings on many people.

?Cluster munitions are deadly both at the time of attack and afterwards as well as during strikes where they blanket areas like the size of football fields with sub munitions that spray high-velocity fragments in all directions,? he said.

Lt. Gen. Smith said many of the sub munitions failed to explode on impact and linger for months or even years when they can be accidentally detonated by the unsuspecting farmers or children.

He said it was crucial in reminding States of their priorities and help focus their work on the real needs and challenges that existed.

The Minister of Defence expressed the hope? that the critical role the convention was playing in ensuring peace especially in Sub Saharan Africa would deepen insights of experts at the conference and speed up efforts being made to universalise the convention in the Sub Region so the impact of CMs would be a thing of the past.

Mr William Kwasi Aboah, Minister of the Interior stated that Ghana had always been at the fore front of the commitment to ban CMs and had demonstrated this through the drafting of a legislation to prohibit the use, manufacturing, stockpiling, and transfer of CMs including penal sanctions.

He said the conference was significant for the people of Ghana especially as the world would be focusing on Ghana once again as the country prepared for Election 2012.

Mr Kamil Kamaluddeen, Country Director, United Nations Development Programme (UNDP) Ghana said removing the remnants of war was not only about safety but also about human and economic development.

He said UNDP had played an active role in the process to achieve the ban on CMs that caused unacceptable harm and continued to do so now and applauded the strong level of engagement that African countries had shown throughout the processes leading to a comprehensive ban on CMs as well as opportunities to have both supported and participated in all previous regional meetings.

Ms Afi Yakubu, Executive Director of FOSDA, said the process to ban cluster bombs had come a long way since 2007 in Norway until the convention finally came into force in 2010.

She said Africa and Civil Society Organisations had played a major role to the success story and that 41 out of the 111 countries had joined the Convention on CMs in Sub Saharan Africa and eight were yet to join from the continent.

She said one of the biggest priorities and challenges globally was getting more countries to join the convention and was hopeful civil society would continue to drum the message for policy makers to take the necessary steps in ensuring the success of the convention across Africa and globally.

All Commercial Real Estate Sectors Continue to Improve, Multifamily ...

WASHINGTON ? May 24, 2012 (Realtor.org) Shaking off a prolonged impact from the recession, fundamentals are gradually improving in all of the major commercial real estate sectors, according to the National Association of Realtors? quarterly commercial real estate forecast. The apartment rental sector has fully recovered and is growing.

The findings also are confirmed in NAR?s recent quarterly Commercial Real Estate Market Survey, which collects data from members about market activity.

Lawrence Yun, NAR chief economist, said new jobs are the key. ?Ongoing job creation, which is at a higher level this year, is fueling an underlying demand for commercial real estate space, assisted by a steady increase in consumer spending,? he said. ?The pattern shows gradually declining commercial vacancy rates, with consequential but generally modest rent growth.?

Yun expects the economy to add 2 to 2.5 million jobs both this year and in 2013, on the heels of 1.7 million new jobs in 2011, assuming a new federal budget is passed before the end of the year. ?Although we need even stronger job growth, by far the greatest impact of job creation is in multifamily housing, where newly formed households striking out on their own have increased demand for apartment rentals ? this is the sector with the lowest vacancy rates and strongest rent growth, which is attracting many investors.?

Rising apartment rents also are having a positive impact on home sales because many long-time renters now view homeownership as a better long-term option, Yun noted.

A large problem remains for purchases of commercial property priced under $2.5 million. ?Our recent commercial lending survey shows that there is very little capital available for small business, which is significantly impacting commercial real estate transactions, although funding is less restrictive for bigger properties.?

NAR?s latest Commercial Real Estate Outlook(1) offers projections for four major commercial sectors and analyzes quarterly data in the office, industrial, retail and multifamily markets. Historic data for metro areas were provided by REIS, Inc.,(2) a source of commercial real estate performance information.

Office Markets

Vacancy rates in the office sector are projected to fall from 16.3 percent in the second quarter of this year to 16.0 percent in the second quarter of 2013.

The markets with the lowest office vacancy rates presently are Washington, D.C., with a vacancy rate of 9.3 percent; New York City, at 10.0 percent; and New Orleans, 12.6 percent.

Office rents should increase 2.0 percent this year and 2.5 percent in 2013. Net absorption of office space in the U.S., which includes the leasing of new space coming on the market as well as space in existing properties, is forecast at 24.7 million square feet in 2012 and 48.0 million next year.

Industrial Markets

Industrial vacancy rates are likely to decline from 11.0 percent in the current quarter to 10.7 percent in the second quarter of 2013.

The areas with the lowest industrial vacancy rates currently are Orange County, Calif., with a vacancy rate of 4.7 percent; Los Angeles, 5.0 percent; and Miami at 7.2 percent.

Annual industrial rent is expected to rise 1.6 percent in 2012 and 2.4 percent next year. Net absorption of industrial space nationally is seen at 44.1 million square feet this year and 62.4 million in 2013.

Retail Markets

Retail vacancy rates are forecast to decline from 11.3 percent in the second quarter to 10.7 percent in the second quarter of 2013.

Presently, markets with the lowest retail vacancy rates include San Francisco, 3.7 percent; Fairfield County, Conn., at 4.0 percent; and Long Island, N.Y., at 5.0 percent.

Average retail rent should rise 0.8 percent this year and 1.3 percent in 2013. Net absorption of retail space is projected at 8.0 million square feet this year and 21.9 million in 2013.

Multifamily Markets

The apartment rental market ? multifamily housing ? is likely to see vacancy rates drop from 4.5 percent in the second quarter to 4.3 percent in the second quarter of 2013; apartment vacancy rates below 5 percent generally are considered a landlord?s market with demand justifying higher rents.
Areas with the lowest multifamily vacancy rates currently are New York City, 2.1 percent; Portland, Ore., at 2.3 percent; and Minneapolis at 2.4 percent.

After rising 2.2 percent last year, average apartment rent is expected to increase 4.0 percent in 2012 and another 4.1 percent next year. ?Such a rent increase will raise the core consumer inflation rate. The Federal Reserve, in turn, may be forced to raise interest rates, possibly as early as late 2013.?

Multifamily net absorption is forecast at 215,900 units this year and 230,300 in 2013.

Priest apologizes for unholy language on Facebook

LONDON (AP) ? A British priest has apologized for some unholy language on his Facebook page, his bishop says.

Canon Paul Shackerley, Vicar of the Minster Church of St. George in Doncaster in northern England, raised eyebrows by using the f--- word and remarking that "alas, I have religion tomorrow" in some Saturday evening postings.

Peter Burrows, the bishop of Doncaster, met with Shackerley on Friday and later said the priest regretted the inappropriate language and had removed it.

"Whilst meant in a jocular sense, he recognizes that some of the language was unfitting. He has apologized unreservedly," Burrows said in a statement posted on the diocesan website. "I have received Paul's letter of apology and have been assured that this will not happen again."

Stories of priestly waywardness are a favorite subject of British newspapers, and the comments drew attention far and wide. With facial piercings and one piercing in his tongue, Shackerley cuts an unconventional figure.

Church officials were alerted to his Facebook comments by an anonymous letter.

In the first of his Saturday night musings, Shackerley said: "I think I will put my feet up. I've done f--- all today other than jazz lesson and visit a friend. I hear the fizz of tonic in my gin beckoning.

"Alas, I have religion tomorrow. At least I'm not preaching this week."

And oh dear! "Sin is such fun," he said.

It was perhaps less alarming than Shackerley's comment about a photo of himself with a snowman.

"Forgive my sin of frivolity. Sin is such fun! But I haven't been having an inappropriate relationship with Snowy, who can longer be called a 'snowman' in the name of political correctness," Shackerley wrote.

The chatty priest also ruminated last month about the dangers of sites such as Facebook.

"I have known employees (to) receive disciplinary and dismissal notices for inappropriate postings," he wrote.

CAIRO (AP) ? Arwa el-Hussein, a 20-year-old pharmacy student, has been quarreling with her father for weeks, trying to get him not to back Hosni Mubarak's former prime minister for president.

"This is a betrayal of the revolution," she says of support for Ahmed Shafiq, a veteran of the regime that last year's uprising sought to topple. "I get depressed when I think about it."

Egypt's landmark election for a new leader, in which voting took place for a second day Thursday, has brought out a generation gap in many families around the country, with elders looking to old, known faces and their children yearning for something new.

The result is a lot of squabbles and shifting alliances around dining room tables and in front of living room TVs showing endless candidate interviews. El-Hussein said she managed to sway her mother to "vote for the revolution," but her father successfully won one of her brothers over to the Shafiq side.

Her mother, Omayma, is now hard-core against any Mubarak regime candidate, branded by many as "feloul," or "remnants."

"We will have a second revolution if the feloul win," mom declared.

For the young, a new face is a way to pay a debt to the revolution and bring a change in the entrenched ways of Mubarak's autocracy. Without last year's uprising, they argue, Mubarak would never have ceded the power he had held for 29 years and the doors never would have opened for the first real competitive presidential election in Egyptian history.

Many of their parents, however, crave stability after 15 months of painful transition since Mubarak's fall, with street violence, collapsed security, a battered economy, surging food prices and rising crime rates.

The thrill of the unknown adds an edge to the debates: This race is wide open.

Out of 13 candidates, five have emerged as the most prominent, but none has pulled clearly ahead. Final results of the first round are to be announced Tuesday. If, as expected, no one wins more than 50 percent of the vote, the two top candidates will enter a June 16-17 run-off, with the victor announced June 21. At this point, it's anyone's guess even who those top two will be.

Nearly a quarter of Egypt's population of 82 million is between the minimum voting age of 18 and the age of 30. The generation gap is not cut and dried ? every candidate boasts young supporters, and some elders will wistfully say it is time for new blood ? but it does appear to be a factor, and it cuts across the polarization between Islamists and secularists.

Many of the young were turning to two "outsiders" among the front-runners. One is Abdel-Moneim Abolfotoh, a moderate Islamist whose inclusive platform has won him the support of some liberals, leftists and even some minority Christians. Abolfotoh is himself something of a rebel, having split with the Muslim Brotherhood.

The other is Hamdeen Sabahi, an activist who claims the pan-Arab, socialist and nationalist legacy of former President Gamal Abdel-Nasser. He's the youngest of the front-runners, at 57.

Many of the older generation have looked to well-known faces rooted in Mubarak's era. One is Shafiq, a former air force commander and Mubarak's last prime minister, who was booted out of office by street protests several weeks after his former boss. Another is Amr Moussa, Mubarak's foreign minister for a decade before become Arab League chief.

In generational terms, the Muslim Brotherhood's candidate Mohammed Morsi fits somewhat in the same category, though he is Islamist and Shafiq and Moussa secular.

The Brotherhood joined the anti-Mubarak protests, touts itself as part of the revolution and has a strong youth activist contingent. But in the eyes of some of the young, the 82-year-old, secretive Brotherhood led by septuagenarians is just as much a part of the "old regime" ? it was Mubarak's chief opponent during his rule, but the rivalry intertwined it in the system.

In the middle class village of Kerdasa not far from the Giza Pyramids, Mohammed Saleh looked dismayed at a polling center transformed into a beehive of Brotherhood supporters. For him, the group has "deceptive" ways that resemble Mubarak's.

The young accountant with thick glasses said his mother was voting for Morsi. "I asked, 'Why, mom?' She said a doctor treating her at a hospital told her to. This is how they brainwash people's minds."

"They give people food at low prices. They sell cooking gas cylinders for five pounds (80 cents), while outside it is sold for almost six times that price," he said, referring to the Brotherhood's extensive charity organizations, which critics see as a way of buying popular support.

Saleh and his three brothers were going for Abolfotoh, who by leaving the Brotherhood "proved to us that he can build himself from scratch."

Outside a polling station in northern Cairo, Injy Khairi rested with her two young friends on a bench after standing in the long line to vote. Khairi told of friends who hid their parents' national ID cards ? which voters must show to poll officials ? to keep them from voting for "feloul."

Khairi, fresh out of university and now working in a call center, said she tried to sway her older relatives to Sabahi, but failed. "The feloul listen to no one but feloul."

The same story holds in their workplaces, she and her friends said ? administrators look to Moussa or Shafiq, the young staffers to Sabahi or Abolfotoh.

Rafaat al-Gamal, an engineer in his fifties who backs Shafiq, said he doesn't care if his friends call him "feloul."

"This is Egypt, not a banana republic," he said. "The president must be a warrior like Shafiq. Do you want to give it to Islamists," who he said want to monopolize power just like Mubarak's ruling party once did.

Opponents of Shafiq and Moussa fear that they will do nothing to dismantle Mubarak's deeply rooted autocratic system, reliant on fear of police and riddled with corruption and patronage among officials, the military and businessmen. Shafiq is always remembered with a quote he gave during a TV interview saying, "My model is Mubarak."

Many of the young said that if either of the two wins, sooner or later, protesters will return to the streets to demand change, as they did in the 18-day anti-Mubarak uprising centered on Cairo's Tahrir Square.

"I told my parents, if Amr Moussa wins, you won't see an empty inch in Tahrir Square," so many protesters will turn out, said 28-year-old Ibrahim Haroun, a salesman living in Cairo's Dar el-Salam slum.

"We are like a baby crawling toward democracy ... The first thing is to get rid of old leadership, the old business class backed by the army," he said. "My parents don't see that."

Voting dynamics are tough to judge. Some fear the "revolution" vote will be split between Abolfotoh and Sabahi. But then the "stability" vote is split between Shafiq and Moussa. The Brotherhood has a powerful electoral machine, but Abolfotoh has siphoned away Islamist voters. Many voters who don't identify as Islamist but backed the Brotherhood in last year's parliamentary elections have since grown disillusioned with it.

Salah Osman, a 42-year-old accountant, backed the Brotherhood for the past 20 years. Now he's voting for Shafiq, because he wants "an experienced man."

His wife is an Abolfotoh supporter, and their good-natured bickering lasted all the way to a Cairo polling station Thursday.

"He tried to change my mind, but I'm determined," said his wife, Samia Mohammed. "Shafiq is of the past. We want the new."

Osman giggled. "I even hid her ID. But here I am, accompanying her to vote. This is democracy."

"But I'm going crazy," he said. "How can any two candidates even make it to the run-off with so many different opinions, even in the same home?"
